Bylaw of Committee of Representitive
SECTION I: Mission of Committee Committee of Representatives is to ensure the operation transparency of MIT CSSA to its members and to act as a mechanism to cope with any dysfunctions of MIT CSSA Executive Board. Committee of Representatives is independent of MIT CSSA Executive Board and reports to all MIT CSSA members.
Committee of Representatives shall abide by Constitution of MIT CSSA. It shall not intervene MIT CSSA activities and operations.
SECTION II: Structure of Committee Committee of Representatives shall consist of 3 or more Representatives. One Representative will be elected by the Committee to be the Chair of Committee for the tenure of Committee. The Chair of Committee is responsible for the operation of Committee.
The Committee shall convene at least once per academic semester. Each meeting shall be announced to all MIT CSSA members at least one week before with a proposed agenda. The meeting shall be open to all MIT CSSA members.
All the resolutions of Committee shall be passed by a majority rule.
SECTION III: Election of Representatives
The tenure of Representative shall not exceed one year. Once there is vacancy in the Committee, the Committee shall announce the election to all MIT CSSA members with a sufficient lead time. Any MIT CSSA member who is MIT full-time Chinese students or scholar is eligible to nominate himself or herself. A general election or an online voting shall be called by the Committee. The winner shall be decided by the majority rule. SECTION IV: Duties and Rights of Committee
Initiate and propose to MIT CSSA members the amendments to MIT CSSA Constitution.
Monitor MIT CSSA general election with at least two of the Representatives presented.
Review and approve the nomination of the Treasure from the CSSA President.
One or two Representatives shall be on the mail list cssa-president@mit.edu that is used for MIT authority to communicate with the MIT CSSA Board.
In the case of impeachment of the CSSA President, the Committee of Representatives shall review the impeachment proposal presented by no less than 30 CSSA members. If the proposal is approved by majority rule within the Committee of Representatives, the Committee of Representatives shall be responsible on calling a general election within two weeks.
Review financial report from the CSSA Executive Board in every semester. The specific dates are: middle of September for the summer semester, middle of January for the fall semester, and middle of June for the spring semester.
Request a financial audit to particular transactions if the Committee deems such an act as necessary.
SECTION V: Amendment The bylaw shall be amended by the votes of at least two-thirds of the Representatives.
